If you mean, on the rim…a or h file, both pawns on the same file, both kings behind the pawns, then okay.
I seem to recall if it’s the b or g file there can be some exceptions but it’s still probably a draw.

Well, there is a limited number of moves for Black that don’t lead to stalemate. Therefore, after another ten or fifteen moves White will be able to claim the draw by repetition.
