I don’t know about now but years back it was legal to pass on double yellow in PA
There were rules - if no passing signs were up and no driveways in a certain distance etc
For once and for all, it is not illegal in Pennsylvania to cross a double-yellow line in order to pass another vehicle, unless the proper “no passing” signs are posted. To put it another way, no-passing signs must be posted for a motorist rightly to be cited under Vehicle Code Section 3307, "No-passing zones.
Bet he cares now.
