This will absolutely become a problem. The wave of terror that swept the country and murdered thousands before halting the reconstruction era ended up in our policing institutions. States and municipalities that manage to defund and disband their police departments will need to proceed with this historic context at heart, maybe creating a transition department tasked not only with re-training and hiring former cops into other careers but also keeping tabs on them in as much as is legal and doing risk assessments. Basically since nobody’s been watching the watchmen, that’s the first thing you need to do in order to safely downsize them.
